Question Answer

On page 2, towards the end, I would like clarification on what you mean by “Additional points will be given for a service delivery design which incorporates a quality control staff not employed by the agency responsible for eligibility and enrollment tasks.”

That reflects a system design change. We realize that we might have created a cumbersome system in the past, when what we really want is for applicants to consider how to separate quality control staff from the staff who do program enrollment and eligibility. For example, one organization could do site operation and service delivery, but we are hoping for another person or entity to take care of quality control, rather than the site operator or service provider. This provides an additional checks and balances.

On page 4, question 3, do you have a list of services available at each location so we can speak directly to each service provided. Click here for attachment.

This attachment details the directory of services as outlined in each location’s most recent certification application.

Note that the current Memorandum of Understanding has been posted on the Contractor Forms page. This does give some information on this topic.

The dollars look like the same as last year. Is that an estimate? They are in increase from last year, but are not at 2007 levels. We have not yet received information about stimulus dollars and other formula dollars. I made my best estimate based on what we may receive, and we are dedicated to pushing as many dollars as possible into the community. I may not know exact dollar amounts prior to the close of the RFP. But as you create the design of your proposal, you might want to think about any additional services you can offer with increased funds and how would you enhance your service delivery as a result.
Are attachments to the narrative acceptable (for example, to provide more detailed information about experience and performance), or must all questions be answered as completely as possible within the 12-page limit? A bidders entire response must be within the 12 page limit. Note that any additional items above and beyond the list on pages 5 and 6 of the RFP will be kept in the WDCSC procurement file but will not be part of the RFP rating committee’s deliberations.
May the flowcharts be attached to the narrative, or are they considered part of the 12-page limit? Flowcharts would be part of the 12 page limit.

Please define what you mean by "integrated budgeting" in question 12 on page 4 of the RFP. Does it extend beyond participation in a Resource Sharing Agreement?

The RFP states, “Currently, Washington State Employment Security Department (ESD) is the lease holder at both WorkSource Everett and WorkSource Lynnwood. In addition, ESD provides important services at both Centers. It is anticipated that ESD will continue to be an on-site partner and maintain the lease for the Centers. The successful bidder(s) will strive to partner fully with ESD in multiple ways, including integrated budgeting, delivery of core services, and space utilization. The Department of Social and Health Services-Community Service Office (DSHS) is the lease holder at the WorkSource Sky Valley Affiliate site. The successful bidder(s) will need to collaborate with DSHS on the delivery of services at this location and space utilization.”

It is important to remember that the Workforce Investment Act programs do not operate in isolation. Integrated budgeting means working with all WorkSource Snohomish County partners to determine how the resources brought by each part can be effectively leveraged to 1) make the best use of those resources and 2) serve the community. Yes, integrated budgeting extends beyond the Resource Sharing Agreement.
