The Snohomish County Workforce Development Council Request for Proposal (RFP) for the selection of contractor(s) for WIA Title I-B Program Services for Business/Education Partnership for the period of January 1, 2005 through  June 30, 2004 is now available.

Questions & Answers

Q Who is the software/database developer/manufacturer?
A The " Concord " database is was developed by Efcom

Q Has the WDC purchased this software program?
If not is there funding within the RFP $90,000 to purchase and how much will it cost?
A The RFP funding anticipates that the software and training will be included in the proposal budget. Staff has estimated $20,000 for the first year of purchase, maintenance and training. The actual costs can be found on the Yakima website: http://www.businesseducation.org .

Q What are the system requirements?
A Any PC running Windows 98 or greater, 256 Mb RAM , CD-RW drive recommended, 50 Mb free hard disk space, forms printer (laser preferable) and connection to the internet (broadband suggested)

Q How many students were placed in Yakima last year through their Business Education Partnership?
A Last year there were approximately 900 student placements for job shadows, work based experience and/or groups of students who attended large events. However, Yakima has been active with this program for over 7 years. The WDC envisions this project to get off the ground with reasonable projected outcomes considering these funds are to be utilized for the planning and beginning implementation of the project over a 6 month period.

Q Please talk about the sustainability of this program. A The RFP does not require a dollar amount for matching or sustainability. It does ask about a bidder's speak to how they would support the project beyond June 2004. This could be done through cash, leveraged resources, and partnerships with business and/or school districts.

Q Is it a requirement to target any or all populations listed in the RFP?
Will the WDC staff assist in identifying target population(s)?
A The bidder is encouraged to identify any target populations they may wish to serve, but is not required to do so. Several target populations have been identified by the WDC 's Youth Council and are listed in the RFP. A bidder could propose to serve one or more of these populations if they choose. If a bidder is successful and awarded a contract, WDC staff can assist with contact information for the target populations that bidder may choose to serve.

Q Who owns the software and equipment?
A All software and equipment purchased with this funding will belong to the WDC and equipment will be accounted for in the WDC 's inventory annually. All property purchased with WIA funds can be used by a subcontractor while the subcontractor is providing workforce development services. If and when a subcontractor no longer provides workforce development services, the property returns to the WDC .

Q Are subcontract allowable?
A No.

Q What is included in operating costs?
A See the line item budget.

Q What are indirect costs?
A This item addresses those organizations who have a negotiated indirect rate with the Federal Government to cover some overhead costs.

Q What are registrant Cost?
A Registrant costs are those costs associated with individuals enrolled into a WIA program. Because this project will not enroll individuals into WIA programs there will be no registrant costs.

Q What about overhead for administrative costs?
A Those would be figured into the line item budget on salaries and benefits and additional line items as appropriate.

Q As a business, trying to make money, why would a Chamber want to take on this project where there is no profit to be earned?
A The benefits of this project would be reflected to the Chamber's membership in several ways. The Chamber would be making an investment in the workforce of the county not only for youth, but of all ages. This project will ultimately lead to individuals being better prepared to enter into the workforce and be better employees for those members of the Chamber who choose to hire them. Other areas have been successful at creating a profit through creative partnerships. More information can be found at the Greater Yakima Valley Chamber website at www.businesseducation.org .

Q Are there school districts that are interested in utilizing this database throughout the County?
A Staff attended a state wide conference this fall where WDC communicated with Snohomish County School Districts and school districts state wide who indicated their interest in this project. WDC staff can provide connections to specific school districts in Snohomish County who have shown interest in partnering in this project.

Q Who provides the Letter of Commitment?
A The organization who is applying must submit a Letter of Commitment `
