The Snohomish County Workforce Development Council Request for Proposal (RFP) for the selection of contractor(s) for Youth Involved in the Foster Care System for the period of June 1, 2005 through June 30, 2006 is now available.

Questions & Answers

Q On the software and Equipment Detail Narrative does the information need to be general (example computer, monitor and printer) or very detailed ( ABC brand computer model number xxx, BCA monitor number XXX) ?
A General information about expected hardware and software purchases is sufficient.

Q Question #2, section F, asks for a staff to partcipant ratio. Should non-direct staff including clerical support and program management be included in the ratio?
A This question is asking for the ratio of diret service staff vs. youth they are working with so non-direct staff need not be included in the ratio.

Q On the Monthly Activity Projection Summary Exhibit C, Column A, what does the acronym OBB stand for?
A OBB stands for On Board Beginning. Forms used for this RFP are standardized forms that are used in all of our Youth programs. Some programs have participants already enrolled in the program that will carry into a new program year for services. This RFP does not have any participants already enrolled that will carry into the program for services so the Carry-in/OBB number will be zero.

Q On the Monthly Activity Projection Summary, Exhibit C, Column E, what does the acronym OBE stand for?
A OBE stands for On Board End. On Board End shows the number of participants that are projected to be served during a time period including any carry-in participants with the addition of new registrations and the subtraction of exits. Forms used for this RFP are standardized forms that we use in all of our Youth programs. The OBE number will automatically calculate when the OBB number is entered in cell B7, new registrations are entered in row B, and exits are entered in row D.

Q On page 7 of the RFP, it states "an individual authorized to represent the bidder must attend the conference." Can we send two representatives to the conference?
A At least one representative for each interested party is required to be at the Bidders' Conference but more than one representative may attend.

Q What is meant by "priority will be given to the provider that can deliver all the services"? What if two bidders apply where one can provide exceptional services to youth and the second can provide average services but can provide all the services?
A We will consider the best overall program of services to youth, however, priority will be given to the provider that can provide all the services directly.

Q Is there any way to streamline the paperwork in the eligibility determination process because the participant is already in foster care, therefore has met eligibility for the program?
A Being a youth in the foster care system is not the only criteria that must be met to be eligible for this program. The selected contractor will still be required to document age, ability to legally work in the U.S. , selective service requirement, income level and any additional barrier sited to make the youth eligible.

Q What if a youth was in the foster care system in the past, what documentation needs to be obtained to verify eligibility for the program?
A An applicant statement attesting that they were in foster care in the past or some other document from the foster care system showing that state or local funds were expended on behalf of the youth.

Q Would a group home, or CRC be considered a foster care institution?
A Foster care would be documented for these purposes when any state or local government payments are being made on behalf of the youth in question, this would include group homes or CRC 's.

Q Is there a preference shown to bidders using the attachments for "life domains"?
A No, there isn't any preference given to bidders who use the "life domain" attachments included in the forms section of the RFP. They are tools created by the WDC to assist the bidder in showing how they would address these areas in the individuals plan, but they are not required.

Q Is there a requirement for affiliate status to provide core and intensive services?
A That is a requirement for providers of adult WIA services in the WorkSource center; however, it is not a requirement as a provider of youth services at this time.
