Questions & Answers
Q. In the past, one contract was given the opportunity to serve all in-school youth in Snohomish County. We would like to know if the WDC's focus this year is to continue to serve one rural school district or will the WDC be open to funding more than one district no matter where the location?

TARGET DISTRICTS, SCHOOLS, AND STAFFING LEVELS
The WDC intends to fund the delivery of services to eligible, targeted youth in one school district. The WDC intends to focus services to eligible, targeted youth attending no more than three high schools and their associated middle/junior high schools.
The WDC recognizes that there are a number of youth currently registered for and receiving services who may not reside in the districts selected for service. Therefore, the above parameters apply to new registrants. The WDC is committed to completing service delivery through follow up to those youth who are currently registered in a WDC funded youth program whether they reside in a district selected for future service or not.
Q. What do you mean by Letter of Commitment and Certificate of Support?
A. Letter of Commitment or MOU will be required if more than one agency/service provider would like to provide serve to youth utilizing this funding, the partners must form a consortium and choose on lead agency to be the primary contact for the WDC.
"Certificate of Support" signed by the school District Superintendent, the building Principal, and the staff member acting as Vocational Counselor is to be provided for each school you are proposing to serve. The Certificate of Support form is provided in Appendix A (page 28). Additional letters of commitment may be provided as well. Instructions for submitting the Certificate(s) and other letters are provided in Section III (page 7).
The Certificate of Support and other letter(s) of commitment regarding partnerships must be received in the WDC offices by 9 a.m. on June 9, 2006. Q. Would it be fair to say the 9 th and 10 th grade WASL is a critical juncture in the design features?
A. Yes.
Q. On page 5 in the top paragraph, the last sentence gives a description of what we hope to do?
A. You should address these descriptions in your answers, how you would work with them.
Q. Participants are expected to stay in school and graduate, but if they are 14-18yr olds, one year follow up is not enough time. So we need more funding?
A. No, we would work with you on following up with the younger youth for longer than one year.
Q. The Out-of-School timeline says proposals go to the WDC Board on June 27 th and we start recruiting July 1 st . We still have one month of summer, would we be penalized for working with the youth? Can you explain this more?
A. Section 129(c)(2) of Title I-B of the Workforce Investment Act requires a local workforce investment area to be able to provide any or all of what are commonly called the "ten elements" to a given eligible youth depending on the results of that youth's assessment. Elements (C) and (D) are "summer employment opportunities that are directly linked to academic and occupational learning" and "as appropriate, paid and unpaid work experiences, including internships and job shadows," respectively. The WDC issues Requests for Proposals for comprehensive proposals, that is, proposals that contain a methodology for providing all of the ten elements as appropriate to the youth to be served. There is nothing that prohibits this requirement from being subcontracted by the bidder to an identified partner.
Q. What does negotiation mean?
A. We negotiate program design, make clarifications, and discuss participant numbers. We can't negotiate performance goals or outcomes as they are mandated by the State.
Q. The technology part says you use SKIES, will that change, and will we have to input information into SKIES?
A. No, we currently contract with ESD for that function.
Q. Where do I find low income eligibility as defined by WIA?

Q. Can two school districts make a consortium?
A. Yes, if two school districts serve one high school. Only one district would be the lead and would be awarded the grant funding.
Q. On pg. 17 the second paragraph talks about the letter of commitment?
A. Yes, it's a form called "Certificate of Support" on pg. 28.
Q. Can you explain the AmeriCorps change?
A. Nationally the program will be shifting to focus on career technical education and leadership, which is where we wanted to focus to. It will align with the Blueprint. Call Sam Spitzer (425-921-3402) or Julie Houghton (425-921-3401) about more information.
Q. When does the AmeriCorps program year start?
A. August 23 rd .
Q. If you bid on this RFP and don't get the grant, then we have to use our AmeriCorps person differently?
A. No, AmeriCorps at your site will remain the same; however, you would need to use non-WIA funds to pay the $5000 match.
Q. Up to three schools or it must be three schools?
A. Up to three high schools in addition to their feeder schools.
Q. Do we need to use the self-sufficiency scale in some way?
A. No, it's not defined.
