The Snohomish County Workforce Development Council Request for Proposal (RFP) for the selection of contractor(s) for WIA Title I-B Youth Program Services For Justice Involved Youth for the period of January 1, 2005 through  June 30, 2004 is now available.

CLARIFICATIONS

Following are clarifications made to the Request for Proposal.

INTRODUCTION/OVERVIEW , p. 9 last paragraph should read:  Thus, the successful bidder will provide and/or coordinate support for those youth in the phase of "reentry" through Snohomish County Juvenile Court's CDDA Program .  The bidder's staff will work closely with each youth's Juvenile Probation Counselor to determine the youth's needs, and must either provide directly or coordinate (through partnerships) services to meet those needs.

LETTER OF INTEREST , p. 10 should read:  All bidders interested in submitting an application must submit a Letter of Interest to the WDC by 3 p.m. on November 23, 2004.

TIMELINE , p. 11 should show extend the Letter of Intent due at the Snohomish County WDC by 3:00 p.m. on November 23, 2004

TECHNOLOGY/TRACKING , p. 14 first paragraph should read:  Specific tracking is managed through the SKIES statewide management information systems.  Data collection for participants will be consistent with the WDC's MIS Procedures available at  www.wdcsc.org/resources/polices

REQUIRED ELEMENTS , The following elements, required for all youth programs funded under Title I-B of WIA must be addressed in the applicants' design.  Elements can be made available directly or through partnerships.

Questions & Answers

Q The RFP states that twelve months of follow-up will take place after program exit, are there fund for staff?
A No

Q Is the intent to award to one contractor? It is stated that sub-contracting is permitted (correct).
A It is the intent of the WDC to award these funds, in their entirety, to one proposal. The proposal may come from one agency or a consortium of agencies who are proposing to provide the services required in the RFP. Any proposal that comes from a singular agency will be responsible for providing all services directly or through partnerships (not subcontracts). If a consortium were to be selected, the WDC would enter into contracts with each agency directly for the portion of services they might provide. Therefore, there may be more than one contract with the WDC for services rendered, but all stemming from one proposal. Please note that all references to subcontracting have been taken out of the revised RFP which was posted on 11/19/04. We apologize for any confusion this may have caused.

Q Are there additional dollars to pay for treatment or mental health services for youth? If not, can support services be spent in that area?
A There are no additional funds to pay for treatment or mental health service for youth. Supportive services can be used as a resource of last resort for mental health and out-patient treatment consistent with the WDC's Youth Supportive Services policy found at www.worksourceonline.com/w/policies/Youth/SuppServicesPY01.html

Q Please elaborate on the requirement to provide the WDC with a monthly report of program performance through SKIES.
A Monthly performance reports from SKIES will not be required. Please refer to the clarifications to the WIA Title I-B Youth Program Services For Justice Involved Youth Request for Proposal found at www.worksourceonline.com/w/ProjectREACHRFP.htm for information regarding data tracking and reporting.

Q Does the WDC intend that the grant to be issued for the WIA Title I-B youth program services for justice involved youth serve youth throughout Snohomish County who are justice involved and re-entering schools or is a proposal designed to serve only youth within the bidder's jurisdiction considered a competitive proposal?
A A proposal designed to serve only youth within a bidder's jurisdiction would not be disqualified for not serving the entire county, however, the intent of the Request for Proposal is that the entire county be served. The Review Committee will take into consideration that service area when reviewing proposals.

Q Is there any additional information on the letters of commitment since the Bidder's Conference?
A If a consortium proposal is submitted, all partners within the consortium must submit a Letter of Commitment. Any non-fiduciary partners within the consortium can submit a Letter of Support but are not required to do so.

Q Can you provide additional information on the role of the lead agency if applying as a partnership?
A The roles of the lead agency should be defined within the program description. The WDC envisions that the roles of the lead agency would include: coordination of referrals ; single point of contact - the WDC will communicate with each contractor regarding contractual issues and outcomes, however, the lead agency will provide a single point of contact with the WDC for the project; and program outcomes - while each agency that contracts with the WDC will be responsible for WIA outcomes, the lead agency will be responsible for the overall project outcomes outlined in the program description.

Q Can a youth who is currently enrolled in Project Reach , has a diploma or GED not stable employment continue into the new funding stream to receive follow up services? Also, can a participant who has been exited from the Current Reach Project but is not high school complete be enrolled under the new funding stream?
A All youth enrolled in the program must be eligible for WIA services as describe in the WIA Youth Eligibility/Selection Criteria policy found at http://www.worksourceonline.comw/policies/Youth/EligCriter/iaPY01.html and will be expected to meet WIA performance outcomes.
