The Snohomish County Workforce Development Council Request for Proposal (RFP) for the selection of contractor(s) for WIA Title I-B Youth Program Services for Out-of-School Youth for the period of July 1, 2006 through June 30, 2007 is now available.

Questions & Answers
Q. What do you mean by letter of commitment?
A. Letter of Commitment or MOU will be required if more than one agency/service provider would like to provide serve to youth utilizing this funding, the partners must form a consortium and choose on lead agency to be the primary contact for the WDC.
The Certificate of Support and other letter(s) of commitment regarding partnerships must be received in the WDC offices by 9 a.m. on June 9, 2006. The Certificate and letters must all be submitted in one envelope labeled "Youth RFP Certificate and Letters of Commitment for (Insert Your Business Name Here)" and addressed as follows:

Q. Is "Build for Tomorrow" for In and Out of School youth?
A. Yes, it is for both.
Q. Where is the list of qualifications?
A. It will be posted on the WDC website next week.
Q. Would contractors get to help with writing the language in the contract when Common Measures rolls out?
A. We will address that when the Common Measures are released.
Q. In the evaluation criteria, the WDC uses a score system correct?
A. A Youth Council Review Team will be formed comprised of members of the Youth Council and Workforce Development Council Board that have no fiduciary interest in bidding for programs under the WDC. Review Team members will review and score proposals according to the criteria and assign points specified in Proposal Narrative, Section VI . The WDC retains the right to request additional information from any applicant.
The Review Team members' scores will be calculated. Scores will be used as a guide for discussion and selection of provisional contractors. If no response adequately addresses the services and outcomes requested, the Review Team may recommend that no award be made.
A respondent may not be recommended for funding, regardless of the merits of the proposal submitted, if it has a history of contract non-compliance with the Snohomish County Private Industry Council, the WDC, or any other funding entity. The respondent may be given a provisional award with the stipulation that special terms and conditions regarding the areas of concern will be a part of the contract
