Financial Audit Services and Tax Return Filing and Preparation

Workforce Development Council Snohomish County (WDCSC) is re-releasing this Request for Proposals (RFP) for Financial Audit Services and Tax Return Filing and Preparation for the period of July 1, 2007 through June 30, 2008.
All prospective bidders must insure all mandatory requirements are met as stipulated in the RFP to qualify for evaluation by the Audit Rating team. NO EXCEPTIONS WILL BE MADE.
Changes to the original RFP include:
- New timeframe for submittal and evaluation
- Requirement to submit letter of intent to bid or attend bidders conference has been removed
- Electronic copy of proposal must be included with submittal
All inquiries related to the RFP are to be submitted electronically. E-mail inquiries should be identified in the subject line as "Financial Audit Services PY07 RFP " and sent to Allyson Benson at allyson.benson@wdcsc.org.
Written questions will be responded to within 24 hours by posting in the "Questions and Answers" section on this page.
Questions received after November 5, 2008 will not be answered.

Questions & Answers
Q1. May we please obtain a copy of your most recent financial statement and any management letter pertaining to it?
A1. WDCSC's PY06 Financial Statements including management letters can be downloaded from our Reports Section. Click here to navigate to the report. Copies will also be available at the Bidders Conference for review.
Q2. What were the Organization's audit and tax fees for 2007?
A2. $40,000.
Q3. Is there an update of the status of the contingent liability?
A3. Management is appealing this finding to the Deputy Commissioner of the Employment Security Department.
Q4. To how many firms were RFP's sent?
A4. Ten.
Q5. Can you tell me why you are putting this work out to bid? Are you not happy with your current auditors?
A5. The last Fiscal Audit Services and Tax Filing contract was awarded for PY05 with an option to retain the successful bidder to perform Fiscal Audit and Tax Filing for PY06. This contract has now expired. Services for PY07 are required to be procured via an open RFP process.
Q6. Can we see both the sub recipient monitoring report that was performed in 2008 as well as the 6/30/08 detailed internal financial statements?

Q7. If there were no problems with our proposal, I am assuming that you will need us to resubmit new copies of the proposal. Is that correct?
A7. Yes
Q8. To whom should we submit electronic proposals this time? Do you encourage bidders to also send hard copies to your office? If so, should they be addressed to a specific person?
A8. An electronic copy of your proposal on a CD can be included with the hard copies due on November 5, 2008 or emailed directly to Michael Choy at michael.choy@wdcsc.org. An original signed hard copy and 3 bound copies are also required to be delivered to the WDCSC by the specified deadline. You may deliver them attention to Michael Choy.
